Can't I simply say "this product is marked down BY 10 %?"

Or is the by there definitely required to be skipped?

Yes, my thought exactly!;)
But why is the one without the preposition even correct( as someone else stated below)? It doesnt even sound grammatically correct to me. I don't understand that;(

It may not actually be strictly correct. But in my area at least, it's common enough that nobody but an experienced editor would question you for using that phrasing.

I'm not certain how it came to be accepted.
