“many” or “much”?

Which is gramatically correct, (a) or (b)?

(a) As many as seventy per cent of the students answered yes.

(b) As much as seventy per cent of the students answered yes.

Is the logic (c) or (d), or neither?

(c) “Student” is a countable noun, so “many” is correct.

(d) “Per cent” is an uncountable noun, so “much” is correct.
