"...while many area residents remain skeptical, no worker wearing one of these masks has yet been attacked by a tiger..."

this is confusing to understand.

Even though many of the people who live in that area do not completely believe (that these masks are effective), tigers have not attacked any worker who was wearing one of these masks -- until now, at least. CJ
