If so, the author may have been intending the original/literal meaning of manipulate (to handle something, use the hands to move/shape something):

The (action using hands) of turning off the vehicle must be performed by an operator trained for this purpose.
or, more naturally:
The manipulation required to turn off the vehicle should be performed by a trained operator (because it is difficult/tricky/complicated).

It's just a guess.
