, making the car impossible to start

Hello everybody.

Note that interrupting the process of starting up a car raises lots of potential concerns (e.g., the mechanism used to capture the driver’s decision fails, making the car impossible to start).

Would you please tell me if which is omitted after fails or by? I can't make a relationship with the bold part and the previous one.
