Making meaning

1. Please, consider the following sentence:

"Anonymous letter could LOOM LARGE in Katrina Vetrano case"

What does "to loom large" mean?

I looked that up in the dictionary, and while I couldn't find the whole phrase, the best I could grasp was "it stirs great concern". Is it so?

2. By the way, is it GRAMMATICALLY correct to say:

"to stir concern".
