making a question

Hello ,

I want to know the basic rules for making question using Wh-words.

For example:

It has been raining for three weeks.

I have to frame a question using "How".

How long has it been raining?

What is general rule for it.

Is it like----

Question word(how,when,where,why etc) +subject+the remaining part of the sentence.

If it is a negative sentence then what is the correct rule.
For example.

2. It has not been raining since Monday.

a) How long has it not been raining?
b) How long has not it been raining?

Which one is correct (a) or (b)?

What is the position of not in such question?

Please explain it to me. I need your help.

Hello Sir,

What about the question that is negative also like

1. How long has it not been raining?

2. How long has not it been raining?

Which one is correct (1) or (2)?

I want to know the position of the word not in the above sentences.

What is general rule for that?

You can say either

"How has it not been raining?"

or

"How long hasn't it been raining?". I'd choose the former for written English.
