Makes up for it

hello!

Help me please with the word "makes up for it" . What does it mean? I've heard this word used as a verb, but in this sentence it looks like a noun. Emotion: hmm

"Hiring trained staff to keep e-mail, websites, and Internet access running sommothly does require some investment of copany resources, but the payback more then makes up for it."
