Makes or is making

Hi teachers,

Quotes:

West Nile virus killed 286 people in the United States last year, making it the deadliest year yet for the virus, the federal government reported on Monday.

Does "make" here in a complete sentence mean "which makes" or "...last year. It is making it...Monday" or can it be some other grammatical structure?
