Makes it hard

Discrimination and lack of identification that reflects their chosen name and gender makes it hard for many young transwomen to find a legal job, leaving sex work as one of the few options available to them.

My question is the word "makes" should be replaced with "make" for I suppose the author thinks that two things make it hard for them to get a job, but I am not that sure. So could anyone tell me if I am right about the usage? Million thanks

When in doubt, go plural every time. If you have doubt, so will the reader.
