His smile makes me happy.

As far as I know, this sentence is in present tense. So, at the time you are saying this, are you happy?

His smile made me happy.

Are you happy now?

It is the 'non-past' or 'universal present' use of the simple present. It merely says that any time he smiles, I become happy. If you want to ensure it means 'now', you must use present continuous: 'His smile is making me happy.'

From your explaination, does this have nothing to do with the present, as in you might or might not be happy?

Those are past tense verbs and tell of a condition or action in the past. They say nothing about now.

He let us go home. -- This is correct. The finite verb is 'let'. 'Go' is an infinitive.

He let us go home yesterday.

He will let us go home tomorrow.
