Make up /make

Hello, I just want to say " He likes making up a story" but I think that I also could say "He likes making a story". Is there a meaning difference between them? And Is there always a meaning difference. I know the meaning of those phrases such as "look and look up", "turn and turn up/down", and so on is different. But in my sense, sometimes there is no much difference in some phrases such as....I can not think of anything now though. Please help me again. Thanks in advance.

" He likes making a story." has no clear meaning and cannot be used to mean "He likes making up a story."

Thanks. Then, how about "open up the window" and "open the window" and "make a team" and "make up a team". I think both are interchangeable. What do you think?

I know what "open the window" means. But I don't know what "open up the window" means......."make a team" means to become part of that team. 'He was good enough to make the basketball team.'......."make up a team" means to (form a team)(put a team together). 'The coach made up a team and challenged the other school to a basketball game.'
