Make up

Hello....

A meaning of "make up" that is not found in a dictionary....

"I couldn’t make up where he was going." means "I couldn't see/understand where he was going"?

Actually, it occurred to me later that it could mean "I couldn't invent (a story about / the identity of / etc.) the place where he was going". More likely it is an error though, I would think.
