when we say I am wearing make-up does it mean I am putting it on now (in the middle of doing the action) or it means I have make-up on?!

That seems like a reasonable assumption. I'm certainly not an expert on cosmetics, but "put on" and "wear" work with nouns such as mascara, lipstick, eyeliner, perfume... at least they work for me. You can also say "apply" instead of "put on" if y
