Hi,
silak12create a dispute between two persons
Consider this: He incited them to fight (verb) / violence (noun).

The following list of verbs may be of help, too:

instigate - instigate violence; stir (something) up - stir things up / stir up an argument; inflame - inflame a tense

situation; spark off (something) - spark off

I can only "pick" a fight between myself and others. When you "stir up" trouble between other people, you "instigate" a fight, you "foment" a dispute, or simply "agitate". There are other, seemingly less applicable words for similar ideas. What exactly are you trying to say?
