Make the case

9/11 gave the neocons their opportunity to make the case that Saddam Hussein was stockpiling WMD either to use himself against the US, or to provide terrorists with WMD material.

In the sentence above I'm wondering what make the case means. Does it mean maintain or claim?

Thanks in advance!

To make a case means to give convincing evidence to prove a hypothesis . It is like a debate where you give lots of reasons and arguments why something should be true or not.
