Does the following make sense?
"It's afternoon still. Turn the lights back off."

Yes, but it's much more common to say
It's still afternoon.

Is it also common to use "too soon" or "too early" in this case?
"It's too soon/early in the afternoon for lights."

'too early' is more common than 'too soon', in my experience.
