make sense?

Dear teachers
I have 2 questions...

1)You have always insisted that you ____ a person that considered a matter realistically.

Which one is correct? "were" or "are"

2)As there being air-conditioning, so many people have gathered in such states.

Does this make sense? I wonder if 'being' is used correctly.

Thanks.

No, it doesn't make sense. I think you may mean this:

Since the place was air-conditioned, people gathered there.
