Make Sense

Hello,

Boy: They should double the price of petroleum to encourage use of public transport. Does that make sense?
Girl: Yeah, you are right.

What does 'make sense' above mean? Does it mean 'correct'?
Is the boy asking the girl if she agrees?
Does it also mean 'do you understand'? But I don't think that's the one meant in the exchange above.

When one says 'It makes sense', does that person mean 'I understand'? Or 'it is clear' or something to that effect? It can mean those things, but the underlying meaning is really 'It's not stupid'.
