Make or make up?

Hi, A teacher asked his pupil, "Can you make / make up a sentence with the noun predicament?" ................Which is correct? ............Can they be used interchangeably sometimes? ..............Thanks

So, does "make" go with concrete materials, like car, gun, bridge? And "make up" goes with the immaterial, like thoughts, fiction, and story?
