Hi, The subject of the clause is 'setting aside', which requires a singular verb. So, choose A. The present tense of A makes the sentence a generalized statement about all recoveries.

  • The present tense of A makes the sentence a generalized statement about all recoveries.
  • However, D is also correct grammar if you look on it as a statement about some particular recovery that occured in the past.
  • This is a much, much less likely interpretation.

Thanks, Clive.

Don't you have to take the special verb "suggest" into consideration in the base sentence? That is, it is always followed by a that-clause with "should" being optional.
