I am not sure if the phrase make installments works at all, but let me try to explain...
We can only pay for something (a house, plot, a huge loan, etc) in installments if the concerned department agrees to make installments and we agree on the amount to be paid every specific period of time. Does it make sense?
The company refused to make installments and insisted that I pay the whole amount in one go.
