Make even as little time as to

Her neglectful parents were unable to make even as little time as to sit down and talk about their daughter's problem.

Hi everyone.

I just want to have the above sentence verified by natives, especially with regard to the underline phrase.

Is it grammatical?

Thanks

I understand it, but it could be better composed: Her neglectful parents were unable to make enough time just to sit down and talk about their daughter's problem.
