Hi.
GM Seirawan wrote in Play Winning Chess, p.165:

"Black forces White to move his knight and make some attempt to regain his lost pawn."

What does make attempt mean and how does it differ from 'spending energy to'?

I would read it as White must (move his knight and) try to regain his lost ****. I'm not clear how he is to do this. Does it mean he must try to take one of Black's pawns to make up for the loss of his own?

yes, that's what 'regain' means.
But whiite takes the **** just on the next move.
