Make an art of something and as well as

Hi,

Tablet sales are likely to get another jolt this week when Apple introduces its newest version of the iPad, which is expected to have a higher-resolution screen. With past iterations of the iPad and iPhone, Apple has made an art of refining the devices with better screens, faster processors and speedier network connections, as well as other bells and whistles— steadily broadening their audiences. (taken from The New York Times)

Apple has made an art of X, where X=refining the devices with better screens, faster processors and speedier network connections, as well as other bells and whistles.

Q1) What does "to make an art of something(X)" mean?

Q2) Is the part that comes after "as well as" part of the construction "refining the devicees with..."?

ex) Apple made an art of refining the devices with other bells and whistles.

But it doesn't sound quite right. Apple made an art of improving the devices by making other bells and whistles.(??)

I think the intended meaning is as follows:

Apple has made an art of refining other bells and whistles(of the devices) as well.

Q3) Am I correct about this?

I'd appreciate your help.

Thank you for the reply, Clive.

So the part that starts with "with better screens..." is not part of the noun phrase "the devices", rather it's a modifier of the verb phrase. Correct?

Thank you very much, Clive.

I have one last question.

He makes an art of striking out batters with a splitter.

interpretation 1: He is extremely good at X. (where X= striking out batters with a splitter)
interpretation 2: He is extremely good at X, by throwing a splitter. (where X=striking out batters)

Are these two interpretations any different?

I would only think of #1.
