Does 'make a scene' only mean 'a loud angry argument, especially in a public place'? If someone crys or does something embarrassing in a public place, could we say he makes a scene?

Hmm. I'm not sure I agree that they embarrass themselves. They may well embarrass others, though. Sometimes the person who is making the scene has no sense of shame about it at all.
But the fact that they embarass themselves doesn't mean that they feel embarrassed, or does it? It just means they've managed to become the laughingstock ... , IMO.
