Make

Hi,

"The plan to make him the first governor in 50 years to be denied a second term in office is revealed in the forthcoming memoirs of the former chancellor Alistair Darling." [From The Independent.]

I wonder whether the infinitive "to be" is rightly used in the sentence; I think that there should be the bare infinitive "be" here. Am I right?
