maintain or achive speed

In the following sentence, can I use ' maintain' ? My answer sheet says only achive is correct. Why?
Racing homer pigeons are taken to a distant location and released to race home. They achive/or maintain an average speed of about 30 miles per hour.

No, reason stated here:
Achieve makes more sense to me. I feel the word average speed is responsible for this.
If it had been absent, I would have considered thought of using maintain.

'Pigeons can achieve an average speed OF ABOUT 30 miles per hour.' = bring it to a speed of about 30 m/p/h. 2 Now in the case of increasing speeds: 'Pigeons can maintain an average speed OF UP to 30 miles per hour.'
