What does "maintain" mean in:


...even though you and your partner realize there is a superior solution, there is no way to maintain it without a binding agreement between the two of you.

Supposing that "it" is the solution mentioned, 'to maintain it' means 'to keep it in effect'. Even so, it's a little strange to speak of keeping a solution in effect.
