Beijing China is relaxing its one-child policy for vitims of the country's earthquake, in an effort to give comfort to grieving parents whose offspring were killed or maimed.
... sad/sorrowful/lamenting/mournful ... injured/crippled.

Is it correct to interpret the first in the above as the second? Thanks.

Grieving is the best choice, I think, but the others are o.k. (mourning rather than ful).
Degree of severity: injured > crippled > maimed.
