If the sentence A below is turned into a passive voice, there can be two options, B and C.
A: They made some chairs for us.
B: Some chairs were made by them for us.
C: Some chairs were made for us by them.

Is there any rule that allows only one between B and C?
If both are allowed, which one would be preferred by native speakers, written and spoken?
