Made of or made from?

Dictionaries say that "Made of" is talking about basic materials and "Made from" is talking about how something is manufactured...

One of their example is - It is "Plastic is made from oil." while "She wore a beautiful necklace made of silver."

I really don't understand and can't see the difference....

oil is also the material "before" plastic is made, there is no mention about how it is made.
