"The overwhelming German majority is gone, from great land-owning Junkers to artisans who had made of East Prussia a kind of tidy uber-Germany."

How should I understand the phrase [made of] here? Does it mean 'make' or 'cause to have the characteristics of' (i.e. the Junkers and artisans turned East Prussia into a kind of tidy uber-Germany)? Or does it mean 'regard' or 'consider' or 'think of,' as in 'what do you make of our new boss?' (i.e. the Junkers and artisans came to think of East Prussia as a kind of tidy uber-Germany)? Or can both meanings be attributed depending on the larger context?
