Is "Ma." used for meaning "Master" in front of a person's name, like Dr. Kim?

No.

If someone has a Master's degree, eg a Master of Arts, we do not give them any special title in English culture.

In formal writing, we simply put it after their name, eg Mary Smith, MA.
