Luck seems to be on everyone's mind

Luck seems to be on everyone's mind as the new year starts, and people in Brazil have a unique way of attracting it. They wade into the ocean, jump over seven waves, and make a wish for luck in the new year.

Does the first bolded part indicate "Everyone's thinking about having good luck?"

Besides, why is it "attracting luck?" Will it sound better to say "praying for/getting luck?" Thanks.
