Hi, To what refer here "loyalities" ? People who loyal to this religion, or Loyal people ?

I've just found this example, that made me wonder if loyalities here implies to extreme loyalties since it talks about a religion although my example talks about something else but could have the same intention ... his extreme loyalty to the Crown
