When referring to a court system with multilple levels, the appeals court dealing with all the appeals is the "highest court", and all the others are "lower courts". Courts could be "higher" or "lower" relative to one and other. Could I use "lowest court" to refer to the trial courts at the lowest level of the court hierachy?
