Lower time protection?

I'm sure I got something wrong here.

In 0:45-- "which is why raising the minimum wage extending overtime protection, enlarging the earned income tax credit"

-After the word "extending" What He says? Not sure with "Overtime protection" I don't understand the meaning of Protection here. Thanks.
