Lower than ~ below

Hi guys,

In the following sentences, what exactly position do the phrases refer to?

Here the meaning of "lower" and "higher" is quite confusing to me.

Q1:

A cable passes a track at a height lower than 50 mm below the top of the rail.







A cable should not be installed higher than 50 mm below the top of the rail.

(Is this same height e.g. 40mm below the top?)

This is how I understand it: Let X be the point 50 mm below the top of the rail. "lower than 50 mm below the top of the rail" means below X. "higher than 50 mm below the top of the rail" means above X.
