Lower, adjective or adverb?

Never place heavy things over beds, and keep them lower than the head height of the shortest member of the family.

What part of speech is "lower"? An adjective or an adverb?

It answers the question "Where?"
"lower" doesn't say what kind of heavy things it's referring to, which is what an adjective would do.
