Low-hanging?

Hello everybody.
I'm reading How Do You Live by Genzaburo Yoshino.

The low-hanging sky displayed a faint brightness where it met the horizon, and the heroic figure in his ash-gray cloak and Napoleon hat was thrown into relief against the cold, cold sky. It was a scene to fill one with mournful
thoughts.


Would you please tell me what the expression low-hanging means in general? What about in the above?

It is close enough to the ground so you can reach it without a ladder or expending much effort.

Sometimes clouds seem to be low-hanging - almost like fog.
