I think it is the same plant because the next paragraph describes another plant that was built in 1978. But, the author doesn't explicitly say that polyethylene was made by pyrolysis of base petrol. I will have to ask her what she wanted to say here. She uses with or along with or together with to connect polyethylene and pyrolysis.
