Lovely Young Thing

-Mr. Shaitana was diverted for a moment by a Lovely Young Thing with tight poodle curls up one side of her head and three cornucopias in black straw on the other.

1. Does LOVELY YOUNG THING mean a beauty?

2. Does TIGHT here mean the hairs are close to each other?

3. In dictionaries, we find this for CORNUCOPIA:

-a decorative object shaped like an animal's horn, shown in art as full of fruit and flowers

but does CORNUCOPIAS IN BLACK STRAW have any special meaning? First, describing three horns as being in stems of wheat or other grain plants that have been cut and dried is rather unnatural. Do you think so?
