"Love is not always easy to make."

"Love is not always easy to make."

I found the sentence in a song and I was wondering if the verb, "make" modifies "love" and it means "produce" or "do"? Or it functions as an intransitive verb and means "happen" or something? What do you native English speakers think? Thank you so much as usual and have a good day.
