Which of the following is correct way to explain someone's failure in a competition?

1. He lost.
2. He lose.
3. He loses.

"He lose" is not a grammatical sentence.

"He loses" is present tense and "He lost" past. Which of these might be correct is entirely dependent on context, but I suppose "He lost" would be more commonly used.
