I think it's borderline whether it should be called an "idiom" or not. However, it doesn't matter much.

I would call it just a fixed phrasing. Idioms (classically, at least) differ in meaning from their constituent words, but this does not:

lose: to have less of something than before because some of it has gone; to stop having something because it has been destroyed
footing: a firm position for your feet on a surfa
