I can't tell. It's the last words of a fictional outer-space fighter pilot a second before Vader blasts him. I think we'll never know. I guess we are supposed to imagine it meant something to whoever he was talking to, maybe pilot jargon for a maneuver. The words "loosen up" generally mean things that don't immedaitely s
