Though I know "loom" means "an event likely to happen".

Mr. Swieboda's choice of prepositions isn't the greatest. (A is different to B?)

To loom is to threaten. A thunderstorm is looming just over the horizon.

I guess I'll have to check to see whether or not it also means "impending."

But I believe "a dark cloud" can loom over somebody at the given moment.
I think of it as "hovering," in this sense.
