"Looking to" and "looking forward to" ?

Hello,
It seems we can write :
"The company is LOOKING TO increase its sales in Asia."
whereas we have to write :
"I am LOOKING forward TO seeing you soon"
So why don't we say : "is looking to increasing" ?
