Looking for a phrase(or a word) to describe a weak team

In our culture,when we refer to a weak team,usually we call it 'fish belly team' (literally translated)

and I know the word 'minnows'.

for example.

Minnows New Zealand are at the World Cup for only the second time in their history.

is this common?

Do you have another word(or phrase) to do this?

It would be better if your word has something to do with fish (or) belly.
